[ossig] How to install?

Hye Guys....
I am Beyta...
I am beginner in Linux and i use Ubuntu Linux...
I have a problem to play Mp3... I try find the mp3 codec for Ubuntu and i
was found a lot..
The problem is i cannot install the software...
Anyway my computer do not connect to the internet... I just download at
cyber cafe and then install by usb drive...

I have search the way how to install and i have follows the ways given from
the internet... but it still failed...
can somebody help me...
