If this is the case, the presence of a technical committee is merely for 
public consumption only. To what extent is the person/entity who 
actually cast the "abstain" vote accountable for its decision and to 
whom? The Honourable PM had just launched a big do organised by the 
Institute of Integrity Malaysia (IIM). Perhaps the TC would like to make 
an official complaint to IIM and also the Public Complaints Bureau of 
the PM's Department?
