And why you (or Embun developer) make that kind of decision?

Unless you think your contribution to Ubuntu is too minor to be publicised,
then if that is the case, you should promote Ubuntu compared to create a new
distribution.

I will again repeat the same question that I have asked to Chevna Linux:

What are the features of your distro that make it different from other
distro?

I hope I can get the answer.
