You may want to check this:

1. Candidate must possess at least a Bachelor's Degree or Post Graduate
Diploma in Computer Science, Computer Engineering, Information
Technology, Electronic Engineering or equivalent.

Two of the best sysadmins I know, do not have any degree.

For Linux you can also substitute this with some sort of professional
certification such as LPI.

It is a tight job market though, if you have problems finding people you
may try considering outsourcing the work to a reputable local FOSS
service provider.
