[ossig] openssh issue

As far as I know, sftp is part of ssh, which is a file transfer system
implemented by using secure shell environment.
I've tried WinSCP before, and it can sftp correctly to a Linux machine
running sshd.
I think any sftp client can transfer files to ssh enabled machine, provided
both is using the same protocol
