You're thinking mostly of "software as a product". There are very few of
those companies that make up the entire IT industry (worldwide). There
are also a few of those companies here doing similar things to what you
said such as embedded devices, VoIP communications etc. using FOSS.
However there is an increasing amount of FOSS individuals and companies
whose business is not software/IT products that need FOSS skilled
people. You don't see them, but reports at PC Fair I hear are that some
large SMEs are already using and supporting OpenOffice in-house. At my
job, there is steadily increasing calls for support of FOSS by
governments in other countries. (eg. 25,000 PCs by the Community party
in Vietnam will soon be using open source desktops).
There are plenty more deploying FOSS mail and file servers etc. Part of
the reason you don't see them is that they're not in the business of
selling FOSS as a product.
Then there is also a shortage of competent skilled IT (not specifically
FOSS) workers, and this list has discussed repeatedly on the problems of
our education system. I think the archives are still accessible.
